The government has been implementing a farmer input subsidy known as Farmer Input Support Programme (FISP) which involved distribution of subsidized fertilizer and seed to smallholder farmers. The aim was to increase agricultural productivity, rural incomes, food security and to assist in the development of the input markets. This programme however had very little impact on agricultural productivity and poverty reduction.
